Your question about this grammar point is very interesting, I think. It used to confuse me when I first studied English, so did not few people, I guess…

The origional form of your sentence above is as follows:

the ambition of the group is to build on its international treaty on cybercrime , which has already been signed by 43 nations , WHICH INCLUDE united states , Japan ….

You see, the word " WHICH" here is used to modify for "43 nations"; and after WHICH is a "Verb-infinitive" ( Verb without to).

For such kind of sentences, you can cross out the word " WHICH", and change the "V-inf" form into " V-ing" form.

To make you clearer, I will give you another example:

HIV/AIDS is a very serious desease which kills millions of people around the world every year.
-> you can change to:

HIV/AIDS is a very serious desease killing millions of people around the world every year.

NOTE:italic text
You can apply the same rule into the following cases:

WHO + V-inf -> Cross out WHO, and change to V-ing

Ex:
She is the girl who has a lot of crzay ambitions.
-> She is the girl having a lot of crazy ambitions.

Thế này nhé: Một ngày đẹp trời, bạn đã viết 1 câu cực kỳ hoàn chỉnh và bạn rất tâm đắc (e.g. "Today, I saw a man"). Nhưng sau khi đọc lại, bạn chưa hài lòng lắm, và bạn muốn làm rõ nghĩa hơn cho nó. Ví dụ bạn muốn bổ nghĩa cho "man" bằng một hành động nào đó. (E.g. "The man wears white pants.")

Hừm… hành động à? Thế là phải động từ rồi. Nhưng nếu bê nguyên động từ này vào thì ta sẽ làm biến đổi mệnh đề chính! Vì vậy ta phải dùng động tính từ "wearing": "Today, I saw a man wearing white pants."
